
LA Group via Springs Planning Board (2021)
One larger lot will be split in two, and homes will replace a barn there at 13 Bowman St.
A 15,000 square foot, 0.344 acre, property at 13 Bowman Street, walkable to the Saratoga Race Course, will be subdivided and developed, according to plans that will go before the Saratoga Springs Planning Board this evening, Thursday Sept. 30. According to the plans, the horse barn currently on site will be removed and placed elsewhere.
Two, four-bedroom houses with driveways are planned. LA Group is representing the owner, T&T Bowman LLC/Anthony Caruso of Saratoga Springs. Caruso is president of Caruso Home Builders.
Two species of butterfly are listed as endangered on the property: frosted elfin and karner blue. A report from LA Group’s in-house environmental scientist, Rob Fraser, says that the plant life the two insects require for gestation and metamorphosis do not exist on the property.
“My findings are that the site does not support the growth of wild blue lupine or wild indigo,” the two required plants, he wrote in a memo.
The Saratoga County Planning Board has said the project will have no significant impact on the county.
Shelters of Saratoga, located at the contiguous lots of 14 and 20 Walworth St., is proposing to merge the two lots. Each lot has a house that serves as an overnight shelter and also offers homelessness services and “path to independence” programming.
The proposal for 14 Walworth is looking primarily at landscaping changes and hardscaping such as removing the gravel parking lot and replacing it with asphalt, painting lines in the new lot, and improving fencing.
At 20 Walworth St., the organization is planning a two-storey addition that will house bedrooms, offices and storage, documentation says.
