Envision wins recommendation of working group for South Street.
Envision Architects, DPC, of Albany has been recommended to create the design of the The Market Center project. We reported on this yesterday. The loose working group that Mayor Dan Hall created for projects such as this, the economic and community development working group, recommends the name, but the Glens Falls Common Council will make the final decision. The Greater Glens Falls Local Development Corporation will also have a chance to weigh in during their next meeting.
A resolution to accept Evision is on the council’s agenda for next Tuesday, April 13.
The resolution has no exact dollar figure, as yet, the city’s director of economic development said today, as the last details are being hammered out. Envision will design and then act as a consultant for parts of the project development. The bids ranged from $200,000 to $600,000, said Jeff Flagg, the director.
He added, “These guys were closer to the bottom.”

The final budget on the total project will have to wait for the completion of the final design, officials said.

Two applicants have answered Glens Falls’ Request for Qualifications on what is called the Market Square Development.
Bonacio Construction of Saratoga and the consortium of MLB Capital Partners of Houston, LaBella Associates of Rochester, N.Y. (along with the Chazen Companies, which LaBella acquired last year), have submitted the paperwork.
RFQs ask firms to prove they have the staff, the capital and the expertise to handle the development, in this case the demolition and reconstruction of a block of Elm Street near the intersection of South Street in Glens Falls.
The basic plan calls for demolition of the pavilion on that site and construction of a mixed use building on South Street just north of Elm and a parking garage on Elm Street. The 30s block of Elm Street would be closed off for some events and would connect to the South Street Market Center (in the story above) via a small alleyway.
